Torah Scroll - Everyone Can
Today, everyone can fulfill the positive commandment from the Torah to write for themselves a Torah scroll, as it is stated (Deuteronomy 31:19): “Now therefore write this song for yourselves,” and the Torah’s intention is to command each and every person in Israel to write for themselves the entire Torah that includes the Song of Haazinu. Even a person who inherited a kosher Torah scroll from their ancestors does not fulfill this obligation, but is commanded to write the Torah themselves (Sanhedrin 21b). Anyone who fulfills this commandment, Scripture considers it as if they received the Torah from Mount Sinai (Menachot 30a). The most meritorious way to fulfill the mitzvah is to write the Torah oneself in ink on parchment. However, if one does not know how to write, or is occupied with their work and has no time, they may purchase a Torah scroll and leave the writing of “before the eyes of all Israel” to be completed.
In the past, this mitzvah was more difficult to achieve and was the domain of those with substantial financial means, or money would be collected from the public over several years with each person contributing their share until the entire sum required for purchasing the Torah scroll was gathered. However, today everyone can purchase a Torah scroll for only 1,200 NIS per month in installments over 6 years and have a Torah scroll for generations, to bequeath to their children and grandchildren (unlike a car that disappears after several years).
